Ready Report: Standing Up for Taxpayers, “Condom” Bill Dead & Carroll FFA Visit
The eighth week of the 2025 Legislative Session has concluded. Below is an update on what happened in Annapolis.

Good News – “Condoms for Kiddies” Bill Dies in Committee
On Friday morning, the Senate Judicial Proceedings Committee voted to kill the ridiculous HB 380, which would have allowed for condom vending machines to be placed in public schools, even including elementary schools and kindergarten. HB 380 passed the House of Delegates last week, despite opposition from our District 5 Delegates. I was prepared to fight this bill until the very end if it ever made it to a full Senate floor vote, however there was bipartisan consensus in committee to kill it 11-0 so it is dead.
Ready in the Press
Earlier this week, I joined WBAL Radio to discuss Governor Wes Moore’s tax proposals, and how they will negatively impact middle-class families in Maryland. We discussed how Moore’s budget plan includes tax increases that contradict his promise of tax relief for middle-class families. The state Comptroller, a Democrat, released a report this month that shows that any family making over $75,000 will be paying more under the Moore proposal. Instead, I talked about how we SHOULD be focused on the need to cut state spending and making the necessary choices to get our budget back under control. MD Senate & House Republicans – Press Conference on Governor’s Budget Hearing
On Thursday, our joint Maryland Senate Republicans and Maryland House Republican Caucus leadership, along with committee ranking members held a press conference in advance of the House hearing on Governor Wes Moore’s “Budget Reconciliation & Financing Act.” This massive bill contains major tax hikes on Maryland families and does nothing to bring down other areas of high cost like energy prices.
We discussed how the budget can absolutely be balanced without tax increases through careful, smart, and necessary reductions in the rate of spending, growth, and cutting areas that we just can’t afford. The Joint Republican Caucus will continue fighting for fiscal responsibility in Annapolis, and I will do my best to keep you updated moving forward.

Constituent Visit in Annapolis – Future Farmers of America
On Thursday, it was great to see Future Farmers of America students down in Annapolis for Maryland FFA Day. We had FFA members from Francis Scott Key, South Carroll and Westminster High Schools. I had the chance to speak with them and answer questions. Thank you to Mr. Aaron Geiman for your leadership. We are proud of our outstanding Agriculture Education program in Carroll County!
